Situation:
Florida is a leader in longitudinal educational data systems, enabling detailed analyses across various educational levels. However, public dashboards primarily focus on K-12 and postsecondary data, leaving early learning stakeholders with limited awareness and capacity to utilize existing data effectively for decision-making. Research on early learning data capacity is essential to identify gaps, such as inconsistencies in collection methods and infrastructure limitations, and to guide targeted strategies for improving data use and capacity-building. Additionally, such research helps determine stakeholders’ specific needs, such as training for data literacy or resources to build more robust data systems.
Approach:
To thoroughly understand the current state and challenges of early learning data collection in Florida, TSG Advisors adopted a comprehensive mixed-methods approach to ensure a well-rounded analysis. This methodology began with an extensive review of both national and state-level data and documents to identify prevailing trends, best practices, and gaps in early learning data systems. In addition to this foundational analysis, TSG Advisors explored supplementary data sources to uncover nuanced insights that could further inform the study.
To gain direct input from those most impacted, a survey was distributed to a broad range of early learning stakeholders, capturing their perspectives on current challenges, needs, and opportunities for improvement. Finally, interviews were conducted with a diverse group of stakeholders, including policymakers, educators, administrators, and community leaders, to provide a rich, qualitative understanding of the barriers and potential solutions related to data collection and utilization in Florida’s early learning programs. This multifaceted approach ensured a thorough exploration of the topic, combining quantitative and qualitative insights to create actionable recommendations.
Result:
TSG Advisors produced a research brief highlighting that early learning stakeholders primarily use data for compliance, rather than for strategic decision-making. TSG Advisors recommended enhancing data infrastructure and fostering data literacy to empower stakeholders to use data more effectively for planning and improving early learning outcomes.
